The Internal Revenue Service plans a Feb. 14 start date for processing tax returns delayed by last month’s tax law changes. The IRS reminded taxpayers affected by the delay they can begin preparing their tax returns immediately because many software providers are ready now to accept these returns.

 01/04/11   2010 Tax Relief Act: Employee Payroll Tax Deduction
The Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010 (Tax Relief Act of 2010) provides a “payroll tax holiday” that is estimated to inject over $110 billion into the economy in 2011. This is accomplished by reducing the employee-share of the OASDI portion of Social Security taxes from 6.2 percent to 4.2 percent for wages earned up to the taxable wage base of $106,800 in calendar year 2011. The Medicare component is the same (1.45 percent), for a combined “payroll tax holiday” tax rate of 5.65 percent. The employer’s combined tax rate remains unchanged at 7.65 percent.
